this Request for Qualifications/Proposals, the Township seeks to engage a
Consultant as its Information Technology and Computer Network Consultant for the
term APRIL 1, 2008 through MARCH 31, 2009. This contract will be awarded through
a fair and open process pursuant to N.J.S.A. 19:44A-20.4 et seq. All proposals will be publicly opened and read aloud on February 29, 2008 at 11:00 a.m. at
the Township Municipal Building. Information Technology and Computer Network Consultant GENERAL
CRITERIA: The
Township of South Harrison desires to appoint an Information Technology and
Computer Network Consultant who will facilitate the Township’s need to
maintain Township data and records, as well as to perform various functions of
municipal government using computer technology. The Township’s main
objectives, as related to information technology (IT), include increasing
employee productivity and making services more accessible to the public.
Applicants should demonstrate experience and knowledge in the field of
IT, including operating systems and networking, especially with existing systems
operating within the Township of South Harrison.

The
Consultant shall maintain and administer all Township Computers.
There are currently ten (10) computers within the municipal building
(including the Police Department). In
addition, the Consultant will provide assistance in upgrading, refurbishing and
purchasing new Township computers. ·
The
Consultant will provide requested assistance on the Network Server, and be able
to provide on site or remote backup services (or provide best practice options
for such services). ·
The
Consultant will provide direction in constructing, redesigning, and upgrading
the Township’s Computer Network System. ·
The
Consultant shall provide assistance/advice for Software and Equipment purchases. ·
The
Consultant shall perform hardware upgrades/repairs or arrange for repairs with
vendors. ·
The
Consultant should be familiar with municipal government programs, including but
not limited to, PC Codebook for Windows (Clerk’s Office), Edmunds (Finance
& Tax Offices), etc. ·
The
Consultant shall report to the Township Administrator as requested on the status
of the Township’s Network and all IT matters. ·
The
Consultant shall provide assistance/advice in determining the most
cost-effective ways to manage and administer Township email, data storage and
backup, as well as the Township website. ·
The
Consultant must also be willing to examine and analyze newer technology options,
such as wireless technology, and provide the Township Administrator with best
practice examples for consideration. ·
The
Consultant must be able to provide recommendations for the development of a new
Township website, including but not limited to: site hosting, site design and
accessibility. SPECIALIZED
REQUIREMENTS OF TECHNICAL PROPOSAL The
Consultant should submit a technical proposal which contains information about

Services (explain) EXPERIENCE
& ABILITIES Provide
evidence of the following: Experience
in maintenance, installation services, network services, hardware sales, remote
managed services, network design and implementation, and other network support
and security services. Experience
in working with government agencies; Demonstrated
ability to communicate with management, specifically to provide plain-language
responses and detailed explanations where necessary; Demonstrated
availability/commitment to respond to general inquiries and urgent requests
within reasonable time frames (examples of policies related to this or a general
statement will suffice); List
of clients, past and present (with special focus on those clients who are
government entities or who interface with government); COST
PROPOSAL Submit
a cost proposal that includes any proposed retainer, the services to be provided
under the terms of the retainer (if applicable), and all hourly billing rates.
If the Consultant charges varying fees or hourly rates for different
staff members or services, please provide this information. Costs

Township will not provide payment or reimbursement for travel expenses incurred
by the Consultant. *Please note that supplemental information may be requested and an interview may be required. Appointment is subject to approval by Township Committee and execution of a contract. |
